New Amsterdam City, NA was founded in 1614 on the southern tip of Manhattan island by Dutch fur traders. After the second Anglo-Dutch War, the British gained control of the colony and, while they toyed with renaming it for a while, they eventually decided to stick with the name by which it was best known.

New Amsterdam soon became one of the fastest growing cities in the Colonies and, when the new nation of The United States of Columbia was founded, it was already its greatest city - George Washington was inaugurated there and the Columbian Bill of Rights was drafted in Federal Hall on Wall Street.

New Amsterdam is a vast, teeming metropolis - the home of the first skyscrapers, the centre of commerce for the entire world, and the first truly global city. Its name and Dutch identity have made it a focus point for Dutch immigration, and they first gave it the nickname "The Big Orange." Even now, the Columbian-Dutch contingent is a powerful force in the city, and the police force and fire department are mostly Columbian-Dutch. The current Mayor, Lance Boer, is third-generation Dutch as well. The Saint Plechelm's Day Parade in New Amsterdam (taking place on July 15th) is one of the grandest in the country.

New Amsterdam has been a hub of immigration for centuries. After the Second World War ended in 1949, many European Jews and Slavs flocked to its boroughs and still make up a sizable part of the population. Some of these individuals were freed from the murderous Nazi laboratories, and had their genetic structure tampered with in an attempt to breed the "Ubermensch." Their descendents carry the recessive genes to trigger the mysterious transhuman phenomenon and when two such individuals marry, a transhuman is often the result. In addition, the 2002 Transhuman Attacks have left residual radiation in the air around New Amsterdam - a new generation of transhumans are rising from the ashes even now.

Because of this, New Amsterdam is well known for its large transhuman population. Although not recognised by the Columbian government, because of the mayor's efforts in promoting civil rights for transhumans, New Amsterdam is seen as something of a safe haven for transhumans. Many of them have taken to helping out their fellow citizens, while others have instead turned to crime. The presence of such a subculture also attracts transhumans from elsewhere: the failed Soviet super-soldiers of the Cold War, Nazi experiments and their descendants, survivors of Hiroshima... They all flock to New Amsterdam City and the promise of acceptance.

Transhuman Rights

The current situation in Columbia is that transhumans are not legally recognised by the government. While this means they have all the same rights and privileges as any other citizen, it also means that there are no checks in place to prevent anti-transhuman prejudice. Rallies calling for the expulsion, ghettoization or even death of all transhumans are completely legal. Transhumans are attacked in the streets or denied jobs and the authorities look the other way. Attacks are listed on police files as mugging or gang violence instead of the hate crimes they are. Paradoxically, there are anti-transhuman laws on the books (broadly speaking), such as the Unmasking Act of 1970 that makes masked vigilantism illegal - and this law is often used a pretext to arrest innocent transhumans by corrupt police forces.

The Republican Administration has long been attempting to push through a Transhuman Registration Act. This would give transhumans legal recognition, but also require them to place their names on a register. The Act would be supported by legislation preventing discrimination against transhumans, but opponents argue that creating a centralised register of transhumans would simply allow prejudice to become institutionalised - a transhuman can hide their powers and avoid discrimination right now, but a register would make that impossible. The anti-discrimination laws, they argue, will not work, or be toothless and transhumans will become formal second class citizens, barred from having certain jobs, or subject to segregation.

New Amsterdam is one of the most progressive cities when it comes to transhuman rights. Its Mayor is sympathetic to their plight, and has instituted sweeping laws to prevent hate crimes of the kind that are common in many other Columbian cities. However, there is only so much he can do when the Government offers only two extremes - ignoring the problem, or segregating it. Nonetheless, anti-transhuman demonstrations are theoretically illegal in city limits (protesters persist, claiming laws that stop them gathering infringe their right to freedom of speech) and the police are instructed to come down hard on those who attack transhumans. In New Amsterdam, a transhuman can lead a relatively normal life.
