 The battle rages on to the North. Task Force Delta make their way to Venezuala. The exact spot of the energy signature is pinpointed. Buried deep beneath the earth lies a being of great power. Finally unearthed, Delta discovers a massive rock, glowing bright green. Something moves inside as it begins to awaken from its slumber. A moment later, the massive green rock splits in two and the being finally shows himself. The Spectre has returned. In an instant, he vanishes.
A moment later, the Spectre reappears at the front of the massive battle. It takes only a thought to wipe the battlefield clean of all evil beings.
Those too powerful to destroy, the Spectre imprisons. The Spectre, with the help of the Living Tribunal, creates a new dimension. Once cast into it, there is no chance of escape. He seals the powerful beings inside of it to exist for all of eternity. Plot: The Great Treaty. Several Years after the North American War, Armageddon, the undisputed ruler of Antarctica, breaks his silence. Long thought to be much like his evil father Apocalypse, Armageddon chooses a different path. He changes his name, becoming Lord Nur.
Lord Nur, along with his wife and son --Lady Nur and Sarnac-- requests an audience with Lord Thor and with Orion, ruler of North America. They are also joined by Blackbolt the ruler of the Inhumans. Sunfire and Perun, the rulers of Asia also attend. Captain Britian, deceased for nearly five years, no longer rules Europe, but his son Emissary arrives to represent his people. Several other leaders of various groups also arrive.
Finally, Black Adam and Dr. Strange, both of whom have changed considerably during their many years of war against the Hell Forces of Africa, arrive.
Africa is the intended discussion. Lord Nur proposes a world-wide treaty. All forces would turn their eyes upon the remaining forces of evil on the planet.
